The structure, which brings together units of different age groups within a local community, is called the "Scout Group." It is truly the basic unit of the Movement.

The Scout Group is, in fact, the only place where the educational program of Scouting is offered to different age groups, from childhood to the end of adolescence, and naturally adapts to meet local educational needs. Some national Scout organizations see the Scout Group only as a structure responsible for administration and logistics.

But the Scout Group must first and foremost function as a Local Educational Community (LEC), tasked with adapting the Scouting program to the educational needs of young people living in a particular environment, within a specific culture.

This booklet offers some guidance, drawn from experience, to define the mission of Scout Groups, the role of their leaders, their place within national organizations, and to ensure the conditions for their development and sustainability, which guarantees the quality and expansion of Scouting.
