This short booklet written on youth participation in the Scout Movement proposes approaches to empowering young people at three levels:
At the level of local units, where the application of the Scout method requires the establishment of a real partnership between young people and adult leaders, the latter calling on young people to participate in decisions and to take responsibility for the life of the group.
At the level of the Scout organization where young people must be consulted and associated with the decisions on all the subjects which concern them, such as the evolution of the educational program.
At the level of society, where the Scout Movement must strive to promote the participation of young people in decisions that concern them, in accordance with the International Convention on the Rights of the Child.
