Issue 11 of Cooperatives Approaches analyzes the movement for a renewal of local democracy that emerged during the 2014 municipal elections and gained momentum in 2020. Initially a few dozen, then hundreds of "citizen collectives" appeared across the country to express their rejection of traditional, centralized, top-down power structures and to implement cooperative and participatory governance at the local level.
